  Bertelsmann Project on Transatlantic Relations

  Staff:	Charles A. Kupchan, Senior Fellow for Europe Studies

  In its fourth and final year, the Bertelsmann project focused on civic society in the Atlantic Community. Among the questions addressed were: Do Americans and Europeans share similar notions of civic engagement? Does civic activity take different forms on each side of the Atlantic? Does civic engagement exist at the transnational level--either within Europe or across the Atlantic? Prominent Americans and Europeans were commissioned to address these questions. The final product, and edited volume, will be published in 1997.

  Middle East Roundtable

  Director:	Richard W. Murphy

  This New York-based series analyzes topical issues in the Middle East and their affect on American policy concerns. Meetings will focus on the status of Palestinian refugees and their role in the Middle East Peace Process. The Roundtable also concentrates on U.S. relations with Iran and the U.S. military action against Iraq.

   

  November 1, 1993—November 1, 1997

  Reinventing North America: Tending the Relationship

  Director:	Kenneth R. Maxwell, Nelson and David Rockefeller Senior Fellow, Council on Foreign Relations

  This symposium drew participants from the United States, Canada, and Mexico to the San Diego/Tijuana metropolitan area to consider the difficulties that have emerged three years into NAFTA. On the Canadian side, participants examined why specific issues such as fishing and the environment sometimes escalate into larger problems. For the United States, congressional matters, particularly the difficulties of building consistent coalitions, were the focus of the discussion. The uncertainties that will accompany growing political pluralism were the focus of the discussion on Mexico. The conference, held on November 14­15, 1997, concluded a four-year series examining the changing character of North America as a region and resulting implications for U.S. foreign policy.

  Currently sponsors the Winston Lord Roundtable on Asia, the Rule of Law, and U.S. Foreign Policy.

  Working Group on Cuba's Future: Prospects and Dangers - An Examination of U.S. Policy Options

  Director:	Kenneth R. Maxwell, Nelson and David Rockefeller Senior Fellow, Council on Foreign Relations

  The Cuban shoot-down of civilian aircraft over international waters and the passage of Helms-Burton law by Congress have again put Cuba on the foreign policy agenda. This working group examined U.S. policy towards Cuba in several areas, including security, immigration, domestic political considerations, investment, and the impact of trade sanctions. The group paid particular attention to the implications of various competing domestic pressures as well as international dimensions in the development of a coherent Cuba policy. Having previously hosted Fidel Castro, more recent sessions included a spirited discussion with Jorge Mas Canosa, Chairman of the Cuban American National Foundation.
