Council on Foreign Relations Global Governance Update

Dear Colleague:

2011 witnessed a shifting global landscape as a financial crisis threatened to destabilize the eurozone, longstanding dictators were toppled by popular revolutions, and new threats emerged to the nuclear nonproliferation and climate change regimes. In response to these developments, the International Institutions and Global Governance (IIGG) program updated the climate change component of its award-winning Global Governance Monitor, hosted numerous events, including one with Aung San Suu Kyi, and published a Policy Innovation Memorandum on global cooperation in space.

In addition, the Robina Foundation awarded the IIGG program a five-year grant to support research and publications in three substantive areas: confronting transnational threats; building a resilient global economy; and managing the global commons.

Newly Released

Evaluating the Global Climate Change Regime

Following the United Nations Framework Convention on Climate Change's seventeenth Conference of Parties held in Durban, South Africa, IIGG relaunched the Global Governance Monitor: Climate Change, which reflects recent developments in international efforts to combat climate change and emerging challenges to the global regime. Overall, it concludes that international institutions related to climate are inadequate, underdeveloped, and underfunded.

The Global Governance Monitor is an online, multimedia guide that tracks, maps, and evaluates multilateral efforts to address global challenges.

A Conversation with Aung San Suu Kyi

Urging Global Cooperation in Space

The United States relies more on space for military, intelligence, civilian, scientific, and environmental activities than any other country; the U.S. government operates roughly 40 percent of all active spacecraft and accounts for 75 percent of worldwide governmental space funding. In this Policy Innovation Memorandum, Micah Zenko outlines the threats facing the United States as outer space grows increasingly "congested, contested, and competitive" and calls for an international code of conduct to regulate interstate behavior in space.
