Council on Foreign Relations Global Governance Update
March 2012

Dear Colleague:

One year ago, Syrian protesters took to the streets to demonstrate against the regime of Bashar al-Assad. Today, the protracted conflict is on the verge of civil war with thousands of victims and countless human rights abuses, yet the international community remains in a state of inertia. In recent months, the International Institutions and Global Governance (IIGG) program has explored this topic and a host of other flashpoint issues by releasing a new component of the Global Governance Monitor on the global human rights regime, launching a new video series, hosting numerous roundtable events, and creating a Facebook page.

As we continue to develop new ideas, publications, and tools to illuminate contemporary global issues, we invite you to read our newsletter, explore our website, and "like" us on Facebook.

All the best,

Newly Released

Assessing the Global Human Rights Regime

Global Governance Monitor: Human Rights

Ahead of the third anniversary of the International Criminal Court's arrest warrant for Sudanese president Omar al-Bashir, IIGG launched the Global Governance Monitor: Human Rights. The new component provides a comprehensive overview of the global human rights regime and tracks enforcement across several issue areas, including legal protection, response to atrocities, and women's and children's rights.

The new human rights component features:

— a brief video covering the state of human rights worldwide
— a graphic timeline tracing the history of the regime, from the signing of the Magna Carta in 1215 through the present
— an issue brief evaluating the regime's strengths and weaknesses and outlining recommendations
— a matrix listing the major institutions, organizations, resolutions, and initiatives related to human rights
— an interactive map depicting flashpoints, such as the responsibility to protect in Libya, right to Internet access in Finland, and torture at Guantánamo Bay
— a list of essential resources, including backgrounders, articles, and CFR experts

Overall, it concludes that the international community has made enormous strides in the struggle to protect human rights, but there are still critical gaps and weaknesses.
