Roberta Cohen of the Brookings Institution discusses the expanded African Union peacekeeping force in Sudan's Darfur region. She says the AU force, besides being undermanned and underfunded, is seriously limited by the actions of the Sudanese government. The international community is using the African Union "to create the impression that something is being done to help the people of Darfur," she says.
