• Jonathan S. Spaner

  International Affairs Fellow

   

   

  Jonathan S. Spaner is an active duty Coast Guard lieutenant commander and HC-130H instructor pilot, currently serving as a senior policy analyst at the U.S. Central Command in Florida and Qatar. As a former White House Fellow, he served as special assistant to the homeland security advisor in the West Wing, and was advanced to White House Homeland Security Council director for cargo and port security after his fellowship. His most important projects involved efforts to pass legislation that established the cabinet-level Department of Homeland Security, frame Operation Liberty Shield—the homeland security complement to hostilities against Iraq in 2003, and implement the Maritime Transportation Act of 2002, Trade Act of 2002, Bioterrorism Act of 2002, and certain provisions of the Patriot Act. He holds a B.S from the U.S. Merchant Marine Academy, and a M.S. in management from Purdue University’s Krannert Graduate School of Management. Lt. Cmdr. Spaner is a term member of the Council on Foreign Relations, a member of the Council for Emerging National Security Affairs, and a former German Marshall Fellow. He conducted his fellowship at U.S. Central Command.
