International Affairs Fellow, 2005-2006
Joshua J. Lippard is an Assistant General Counsel at the Federal Bureau of Investigation (FBI) in the National Security Law Branch, where he is responsible for addressing complex policy issues, including intelligence reform implementation. He recently served as the technology lawyer for intelligence and national security matters. His work includes close coordination with other members of the Intelligence Community, the National Security Council and with international liaison partners. From 2002 to 2004, Mr. Lippard was the counsel to the International Terrorism Operations Section in the Counterterrorism Division. Prior joining the FBI, he worked at the Department of Defense, primarily in the Office of General Counsel, International Affairs Branch, where he drafted Cooperative Threat Reduction implementing agreements (Nunn-Lugar implementation) and negotiated several Defense Cooperation Agreements with allies abroad. Mr. Lippard also served as a Country Director on the China Desk in the Office of the Secretary of Defense (Policy) and worked on Computer Network Defense. Mr. Lippard received his A.B. in history from Princeton University, his J.D. from Boston College Law School and his M.P.P. in international security policy and international trade policy from the John F. Kennedy School of Government at Harvard University. He is a term member of the Council on Foreign Relations.
