Barnett R. Rubin, a leading expert on Afghanistan, says the failure of the Bush administration to press Pakistan to halt its support for the Taliban has put Afghanistan into a very precarious situation. He says people in Afghanistan “really see the Taliban as having the initiative and being on the way to victory.”
