Kara McDonald is a foreign service officer with the U.S. Department of State, and currently serves as deputy director for planning in the office of the coordinator for reconstruction and stabilization (S/CRS). In this position, she leads the design of an integrated interagency and multilateral planning process for complex contingencies, and lectures frequently to civilian and military audiences on these topics. She chairs a U.S. government policy coordinating sub-committee on governance in post-conflict, and is the principal author of the U.S. Joint Forces Command and S/CRS publication, “U.S. Government Draft Planning Framework for Reconstruction and Stabilization.” She began her government service as a Presidential Management Fellow at the U.S. Agency for International Development where she managed elections and political process assistance to Central and Eastern Europe, including post-conflict electoral assistance to Kosovo. Prior to government service, she worked with the Organization for Security and Cooperation in Europe in Sarajevo, Bosnia- Herzegovina. She has served on assignments in Romania, Kosovo, Haiti, Macedonia, and Croatia. Ms. McDonald holds a B.A. in French and comparative literature from the University of Michigan, and an M.A. in Law and Diplomacy from the Fletcher School of Law and Diplomacy at Tufts University. She is fluent in French and Romanian. Ms. McDonald plans to start her International Affairs Fellowship in 2008.
