International Affairs Fellow
Reuben E. Brigety, II is an assistant professor of government and politics at George Mason University. His main research areas are the law and ethics of warfare, international humanitarian assistance and civilian protections in armed conflict. He is the author of the forthcoming book Ethics, Technology and the American Way of War (Routledge, early 2007). Prior to entering academia, Dr. Brigety was a researcher with the Arms Division of Human Rights Watch (HRW) in Washington, DC, the largest U.S.-based international human rights organization. He served on HRW research missions in Afghanistan in March 2002 and in Iraq in April and May of 2003, and as an HRW representative to the Convention on Conventional Weapons negotiations in Geneva. Before joining HRW, Dr. Brigety was an active duty U.S. naval officer and held several staff positions in the Pentagon and in fleet support units, including serving as a speechwriter and political-military analyst on the personal staff of the Chief of Naval Operations, Admiral Jeremy “Mike” Boorda. Dr. Brigety is a Distinguished Midshipman Graduate of the U.S. Naval Academy, where he earned a B.S. in political science. He also holds an M.Phil. and Ph.D. in international relations from Cambridge University, England. Dr. Brigety is a life member of the Council on Foreign Relations.
