This plan was developed at the UN Framework Convention on Climate Change’s 13th Conference of the Parties (COP 13) / third Conference of the Parties serving as the Meeting of Parties to the Kyoto Protocol (COP/MOP3) on December 15, 2007 in Bali, Indonesia. It contained no binding obligations, but established a roadmap for talks toward an international cimate change agreement by 2009 that would eventually replace the Kyoto Protocol in 2012.
