This report by the U.S. House of Representatives Committee on Energy and Commerce staff is part of a series of white papers "as the next step toward enactment of a mandatory, economy-wide climate change program". This paper asks "what roles are best played by each level of government as we marshal our country's resources to address climate change and how should these roles be reflected in Federal legislation".
