Called the Basic Agreement, this document was designed to promote reconciliation and nonaggression through the work of four joint commissions: South-North economic exchange and cooperation, cultural and social exchange, reconciliation, and military affairs. In late 1992 the North Korean nuclear issue halted progress of the Agreement.
