Treaty Establishing a Constitution for Europe

The Convention on the Future of Europe was originally an agenda for the incorporation of the Charter of Fundamental Rights, but it became a fully-fledged constitution or constitutional Treaty for Europe and provided a re-foundation of the EU. The Heads of State or Government of the 25 Member States and the three candidate countries signed the Treaty establishing a Constitution for Europe.
