National Intelligence Fellow
Paula Briscoe is the national intelligence fellow at the Council on Foreign Relations (CFR).
Dr. Briscoe joined CFR from the Office of the Director of National Intelligence (ODNI), where she was chief of priorities and assessments. She previously worked on electronic media exploitation and collection issues at ODNI. Prior to joining ODNI as a senior national intelligence service officer, Dr. Briscoe held several analytic positions with the Defense Intelligence Agency and deployed for two operational tours in the Middle East. She holds a PhD from the University of St. Andrews in the United Kingdom.
