Barnett R. Rubin, a leading expert on Afghanistan, says the failure of the Bush administration to press Pakistan to halt its support for the Taliban has put Afghanistan into a very precarious situation. He says people in Afghanistan “really see the Taliban as having the initiative and being on the way to victory.”

Stabilization and reconstruction operations in Afghanistan have been overshadowed by developments in Iraq since the 2003 invasion, says the report, Afghanistan’s Uncertain Transition From Turmoil to Normalcy , by Afghanistan expert and New York University Professor Barnett R. Rubin.
