This letter was "delivered in Arabic to Chairman Bill Delahunt, May 29, a public briefing in Chairman Delahunt's Subcommitee on June 4, two Iraqi Parliamentarians....affirmed that this letter was signed by members of the Iraqi Parliament on behalf of parties representing a majority of the 275 members."
