Senate Subcommittee Report on Drugs, Law Enforcement and Foreign Policy (Kerry Committee Report)
Senator John Kerry chaired this Senate Subcommittee on Terrorism, Narcotics, and International Operations that produced this December 1988 report. The report investigated "the links between foreign policy, narcotics and law enforcement in connection with drug trafficking from the Caribbean and Central and South America to the United States." It found that "drug cartels pose a continuing threat to national security at home and abroad, and …the United States has too often in the past allowed other foreign policy objectives to interfere with the war on drugs."
