White House Report on Afghanistan and Pakistan, September 2010

This September 2010 White House review covers the period of March-June 2010. Among its findings, it states that the "Pakistan military continued to avoid military engagements that would put it in direct conflict with Afghan Taliban or al-Qa'ida forces in North Waziristan. This is as much a political choice asit is a reflction of an under-resourced military prioritizing its targets".
