The Task Force statement on Promoting U.S. Economic Relations with Africa was released in May 1997, just prior to the unveiling of the government initiative, "Partnership for Growth and Opportunity in Africa." The full Task Force Report was published in fall 1997.

In 1997, Washington paid unprecedented attention to Africa and its continental rebirth. Both then-First Lady Hillary Clinton and then-Secretary of State Madeleine Albright toured the continent.
