Leading Republican and Democratic political consultants give the presidential candidates advice on when and how to use foreign policy issues in their campaigns. They will suggest how to make the most of hot issues like Elián Gonzales, immigration, Chechnya, and defense.

With an eye toward the next administration, three former Assistant Secretaries of State for African Affairs consider U.S.-Africa policy and its myriad challenges: economic development, democratization, ethnic conflict, AIDS, and humanitarian disasters. Can limited policy resources be directed in ways to make a difference?

addressed in the upcoming presidential campaign.
