The Task Force, which supplemented an earlier study group on the domestic challenges facing Gulf Cooperation Council members such as population pressures, unemployment, energy, and political participation, called for a reevaluation of U.S. policy toward Iran and Iraq,. After four meetings and a trip to the Gulf, the Statement of the Independent Task Force was also simultaneously released as "Differentiated Containment" in the May issue of Foreign Affairs. The Council published a volume in June, incorporating the findings of these two groups together with relevant background documents.
