The Baltic states have all indicated a desire to join NATO and will most likely soon be pressuring the alliance, and the U.S. in particular, to announce the next round of enlargement. Should the U.S. support these Northeastern European countries and risk its relationship with Russia, or withhold suport and leave the nature of its security relationship with Northeastern Europe in question? This is the subject of an independent task force sponsored by the Council.
