Falling test scores and rising education costs threaten U.S. capacity to prepare future generations for the twenty-first century's changing economic landscape. America also has reaped tremendous benefits from opening its doors to immigrants, including laborers, students, and skilled workers, but the continued inability to craft and enforce an effective immigration system threatens to undermine these achievements. This section will examine the policies needed to help the United States achieve the workforce necessary to keep it competitive.
