Published 2010

This final report by the 1718 Committee to the UN Security Council, mandated by UNSC Resolution 1874, reports on the DPRK’s actions regarding the acquisition and sales of arms and military equipment. The report identifies individuals and companies in North Korea involved in weapons and luxury good transactions as well as the overseas accounts used in those transactions. It also explains how these illegal activities were carried out.

The report stated, “The Democratic People’s Republic of Korea has established a highly sophisticated international network for the acquisition, marketing and sale of arms and military equipment, and arms exports have become one of the country’s principal sources for obtaining foreign exchange. Several government agencies of the DPRK play key roles in arms and related materiel exports. In particular, agencies under the National Defense Commission (NDC), the Workers’ Party of Korea (WPK) and the Korean People’s Army (KPA) are most active in this regard.”
