US-North Korea Agreed Framework, 1994

Published October 21, 1994

This agreement aimed to normalize political and economic relations between the U.S. and North Korea, and replace North Korea’s nuclear power plants with light water reactor plants by 2003. The agreement was signed on October 21, 1994 by Robert Gallucci, Head of the U.S. Delegation and Ambassador at Large, and Kang Sok Ju, Head of the North Korean delegation and Vice-Minister of Foreign Affairs of North Korea.
