State Department Efforts Lack Certain Communication Elements and Face Persistent Challenges

This report tracks the State Department's increased efforts at public diplomacy since September 11, 2001 and gives an overview of strategic planning and challenges to these efforts. It concludes that although funding for public diplomacy has increased, staffing levels have remained much the same. It suggests the Secretary of State "develop written guidance detailing how the department intends to implement its public diplomacy goals as they apply to the Muslim world", and create a timetable for implementation.
