Edward Alden, a CFR senior fellow and expert on immigration policy, says there is a rare opportunity to advance comprehensive immigration reform in Congress. Both the new Democratic leadership and President Bush support an approach that includes a guestworker program and a path to citizenship for many of the 12 million illegal immigrants in the country, while advancing steps to improve border security. But Alden says they will have to confront charges by some Republicans that citizenship for the current illegal immigrants amounts to an amnesty for breaking the law.
