Released by a Senate Intelligence committee in May 2007 as part of its investigation of prewar intelligence, this previously classified set of documents shows that U.S. intelligence agencies warned that "a post-Saddam authority would face a deeply divided society with a significant chance that domestic groups would engage in violent conflict with each other". It also discussed scenarios of a surge in al-Qaeda's operations; compromised security, reconstruction and humanitarian issues, and Iran's role in funding terrorist groups. The analyses were made in January 2003 prior to the U.S. actions in Iraq and were distributed in the Bush administration. They expressed the opinions of the 16 agencies in the U.S. intelligence community.
