  Secret Detentions and Illegal Transfers of Detainees Involving Council of Europe Member States: Second Report, June 2007

  Published June 11, 2007

  This Council of Europe report found that "high-value detainees" were held in CIA detention centers in Romania and Poland between 2002 and 2005. It stated that the detainee program gave "rise to repeated serious breaches of human rights".
