This report by the United Nations Security Council describes in detail the Security Council's involvement in the Israel/Palestine situation. It states, "The history of the Council’s involvement in the Middle East described in this report seems to suggest that its failure to help in the Middle East at certain junctures has not precluded its potential for constructive engagement at other points, sometimes when least expected."
