Progress in Iraq over the past year and a half—improved security, changed political dynamics, stronger Iraqi security forces—has made the prognosis there brighter than it has been in years. With some patience and the right strategy from here on out, the United States can build on a pattern of change that oªers it a chance to draw down troops soon, perhaps by half by 2011, without giving up hope for sustained stability.
