Progress in Iraq over the past year and a half--improved security, changed political dynamics, stronger Iraqi security forces--has made the prognosis there brighter than it has been in years. With some patience and the right strategy from here on out, the United States can build on a pattern of change that offers it a chance to draw down troops soon, perhalf half by 2011, without giving up hope for sustained stability.
