Defense Business Board's Report : "Decision Making in a Fiscally-Constrained Environment"

The Defense Business Board, an advising group of private sector executives, presented this report to the Pentagon in October, 2008. The report states that "all indications are the Department is entering a prolonged period of fiscal constraint in a tough economy with deficits increasing and competitive spending pressures. Actions related to the Wall-Street crisis will exacerbate the pressure. Business as usual is no longer an option." It offers several recommendations.
