This memorandum by retired General Barry McCaffrey is a report following his trip to Iraq and Kuwait in early November, 2008. The report is addressed to Colonel Michael Meese of the U.S. Military Academy and states as its purpose: "This memo provides feedback on my strategic and operational assessment of current security operations in Iraq." The report provides a list of U.S. and Iraqi sources and persons interviewed, and provides an overview and analysis of security issues, the economy, and military strategy.
