Joseph Cirincione, director of the Non-Proliferation Project at the Carnegie Endowment for International Peace, says he believes that if the Security Council does not impose sanctions, some in the Bush administration "have already made up their minds that they would like to launch a military strike against Iran." Cirincione says launching a strike now would completely undermine the U.S. goal of enabling the Iranian people to choose their own government.
