A Black Sea spa town long favored by Kremlin apparatchiks, Sochi occupies a perilous position on Russia's southern frontier, just 50 miles west of the North Caucasus Federal District, a cauldron of ethnic strife, nationalist separatism, and state repression since the collapse of the Soviet Union.
