American Competitiveness Initiative

President George W. Bush first mentioned this Initiative in his 2006 State of the Union Address. It calls for a wide set of actions: increasing federal funding for research and development, education, and job training; increasing private-sector investment in innovation; encouraging entrepreneurship; and "supporting comprehensive immigration reform".
