As the availability of broadband has expanded, and prices have declined, broadband usage is up. We stand at a time when providers are planning to make significant investments in capital to bring higher bandwidth and greater choice to consumers. It is important that public policy initiatives reinforce and support ways to increase investment in IP and broadband services, in order to increase customer choice.
