Church Report: Review of Dept. of Defense Detention Operations and Detainee Interrogation Techniques
This report investigated interrogation policies in Afghanistan, Iraq, and Guantanamo Bay, Cuba. It concluded that uniformed and civilian leaders did not encourage or direct prisoner abuses, although it mentions "missed opportunities" such as failure to use "lessons learned from previous conflicts" in the "planning for operations in support of the Global War on Terror". The report was released in executive summary form in March 2005 but was not released in its entirety as a declassified document until June 2006, following a freedom of information request by the American Civil Liberties Union.
