Among the trends mentioned: "Al-Qa‘ida (AQ) and associated networks continued to lose ground, both structurally and in the court of world public opinion, but remained the greatest terrorist threat to the United States and its partners in 2008." It also stated that Iran "remained the most active state sponsor of terrorism".
