Wisconsin Rep. Paul Ryan and former Secretary of State Condoleezza Rice were the highlights of Day Three of the Republican National Convention here. Without the aid of a teleprompter, Ms. Rice broadly criticized the Obama administration's record and asserted that the U.S. must do more to be the world leader. After accepting the nomination as his party's vice presidential candidate, Mr. Ryan, in his keynote speech, criticized President Barack Obama's policies.
