In the USA PATRIOT Improvement and Reauthorization Act of 2005, Congress directed the Office of the Inspector General (OIG) to conduct "a comprehensive audit of the effectiveness and use, including improper or illegal use" of FBI use of Section 215 or the Patriot Act.
