After the launch of the third Council of Councils (CoC) Report Card on International Cooperation, I sat down with my friend and fellow CoC member Rohinton P. Medhora, president of the Centre for International Governance Innovation in Canada. We discussed issues covered in the report card, the growing skepticism toward globalization and the Western liberal order, and implications of limited U.S. leadership on issues like climate change and trade.
