Expert Bio

Jonathan Panter is a Stanton Nuclear Security Fellow at the Council on Foreign Relations (CFR). At CFR, Panter will examine how unmanned systems and automation could influence maritime crisis management and escalation dynamics. Panter completed all requirements for his PhD in political science from Columbia University in July 2024, and will receive his degree in October 2024. His dissertation, entitled “The Illogic of Naval Forward Presence,” examines the political and organizational factors that have led the U.S. Navy to prioritize operational (near-term) readiness over structural readiness.

Prior to his graduate studies, Panter served as a surface warfare officer in the U.S. Navy, deploying twice in support of Operation Inherent Resolve. He holds a BA in government from Cornell University.
