Expert Bio

Jooeun Kim is the Stanton Nuclear Security Fellow at the Council on Foreign Relations. Dr. Kim specializes in alliance politics, nuclear non-proliferation, and East Asian security issues. At CFR, she focuses her research on the relations between alliance credibility and an ally’s decision to develop nuclear weapons based on survey experiment conducted in South Korea and archival research. Dr. Kim was previously a fellow at the Asian Studies Program at Georgetown University, Institute for Security and Conflict Studies at the George Washington University, Center for International Security and Cooperation at Stanford University, and a managing editor of International Studies Quarterly. She received her PhD in Government from Georgetown University, an MA in International Affairs at the George Washington University, and a BA in political science from Waseda University, Japan.
