International Affairs Fellow in National Security, sponsored by Janine and J. Tomilson Hill

Designed to bridge the gap between the study and making of U.S. foreign policy, the International Affairs Fellowship (IAF) program serves as a training ground for the next generation of foreign policy scholar-practitioners. A transformational gift provided by Janine and J. Tomilson Hill enables the program to offer new fellowship stipends, stipend increases, and travel grants, along with supporting its marketing, annual conference, and management costs. Each year, two or more awardees whose proposed research focuses on existing or emerging national security threats will be given the special designation of International Affairs Fellow in National Security, sponsored by Janine and J. Tomilson Hill.

Janine Hill was managing director, Fellowship Affairs at CFR until 2022. She joined CFR's Studies Program in 2002 as associate director of the Center for Preventive Action, where she focused on conflict assessment in Southeast Asia and Africa. Ms. Hill began her career practicing corporate law at Sullivan & Cromwell; spent ten years at Salomon Brothers, where she was a vice president in corporate finance; and then was assistant treasurer at Time Incorporated. She is a graduate of Harvard Law School and has a degree in law and economics from the University of Paris, France.

J. Tomilson Hill

J. Tomilson Hill is Chairman of Two Sigma Private investments and CEO of Two Sigma Real Estate. Mr. Hill previously was President and CEO of Blackstone Alternative Asset Management and Vice Chairman of The Blackstone Group where he served as a member of the Board of Directors.

Prior to joining Blackstone in 1993, Mr. Hill served as Co-Chief Executive Officer of Lehman Brothers and Co-President and Co-Chief Operating Officer of Shearson Lehman Brothers Holding Inc. Mr. Hill began his career at The First Boston Corporation, later becoming one of the co-founders of the Mergers & Acquisitions Department. After running the Mergers & Acquisitions Department at Smith Barney, he joined Lehman Brothers as a partner in 1982, serving first as head of M&A and then co-head and later head of Investment Banking.

Mr. Hill is a cum laude graduate of Harvard College and Harvard Business School. He is a member of the Council on Foreign Relations, where he served on the Board of Directors and Chairman of the Investment Committee from 1996-2024. Mr. Hill currently is Chairman of the Board of The Solomon R. Guggenheim Museum and Foundation. He previously served as Chairman of the Board of the Hirshhorn Museum and Sculpture Garden and was on the Boards of the Whitney Museum of American Art and The Metropolitan Museum of Art. He is a member of the Board of Directors of Lincoln Center Theater, where he is Chairman Emeritus, and serves on the Board of the Friends of the High Line, Gagosian Gallery, Advantage Testing Foundation, Advantage Testing, Inc. and the Advisory Board of Christie’s.
