The David Rockefeller Studies Program—CFR's think tank—is composed of more than seventy full-time and adjunct fellows who cover the major regions and significant issues shaping the foreign policy agenda. The Studies Program is organized into more than a dozen program areas and centers that focus on major geographical areas of the world or significant foreign policy issues, including the Maurice R. Greenberg Center for Geoeconomic Studies, the Center for Preventive Action, the International Institutions and Global Governance program, and the Renewing America initiative. The Studies Program also administers eleven fellowship programs.

To help policymakers around the world prioritize among the world’s most pressing challenges, the Report Card on International Cooperation surveyed the Council of Councils, a network of twenty-nine foreign policy institutes. The Report Card was launched on May 9 at the Council on Foreign Relations, giving a C- as the overall grade on international cooperation.
