Overview

The Congress and U.S. Foreign Policy program connects members of the U.S. House and Senate and their staffs with information and analysis on a wide range of international and economic issues. It offers a distinctive, nonpartisan forum that convenes policymakers with CFR fellows and leading experts in their fields. The program brings CFR experts to the Hill for briefings, roundtable discussions, and to deliver congressional testimony, and produces timely enewsletters for congressional staff.

Congress and U.S. Foreign Policy Meeting Series

Congressional Senior Staff Roundtable

The Congressional Senior Staff Roundtable is for both House and Senate senior staff, and is held approximately once a week when Congress is in session. These roundtables provide senior-level congressional staff with an opportunity for in-depth, not-for-attribution discussions of major foreign policy, economic, and national security issues; direct access to CFR experts and follow-up opportunities; and idea exchange and networking with peers.

Senate Chiefs of Staff Discussion Series

The Senate Chiefs of Staff discussion series offers a monthly meeting where top Senate aides are briefed by experts on foreign policy and international economic issues.

Congressional Staff Conference

The biennial Congressional Staff Conference, held at the start of each Congress, educates and informs new congressional staffers on foreign policy and national security issues.

Congressional Foreign Policy Study Group

The Congressional Foreign Policy Study Group is a competitive program that offers senior-level congressional staffers an opportunity for in-depth, focused examination of critical foreign policy topics.

Foreign Policy Breakfast Forum

Foreign Policy Breakfast Forum meetings are held for members of Congress on a topic of their choice with a select group of expert Council members. These meetings are arranged by request for individual members of Congress, and usually occur several times a month.

Expert Bank Briefings

Expert Bank Briefings are a valuable resource for members of Congress and senior staff. These consultations bring CFR and outside experts to the Hill to brief a principal on an issue at their request.

Special Events

There are also other special events for congressional staff, including dinners, symposia, and invitations to select CFR meetings.
