CFR Welcomes Michael Horowitz and Prashant Yadav as Senior Fellows

The Council on Foreign Relations (CFR) is pleased to welcome Michael Horowitz and Prashant Yadav to the David Rockefeller Studies Program, CFR’s in-house think tank. As fellows, they will analyze pressing global challenges and offer actionable steps that policymakers and citizens can take to address them. 

As a senior fellow for technology and innovation, Horowitz will conduct research and write on policy issues related to technology and innovation, including but not limited to defense issues. He was previously a senior fellow for defense technology and innovation at CFR from 2021 to 2022.  

As a senior fellow for global health, Yadav will collaborate with Director of the Global Health Program Thomas Bollyky on a new initiative on U.S. industrial policy for global health. He will also research and write on healthcare supply chains, including the manufacturing, procurement, and delivery of new health technologies.

Prashant brings a wealth of knowledge on supply chains, particularly in the healthcare sector, including his acclaimed work on optimizing supply chains for products with social benefits. Both Mike and Prashant will enhance CFR’s capacity in key domains and develop high-impact, policy-relevant research for years to come.” 

Michael Horowitz 

While serving as a CFR senior fellow, Horowitz will remain the director of Perry World House and Richard Perry professor at the University of Pennsylvania. Formerly, he served as deputy assistant secretary of defense for force development and emerging capabilities from 2022 to 2024. 

He is the author of The Diffusion of Military Power: Causes and Consequences for International Politics and the co-author of Why Leaders Fight. He won the Karl Deutsch Award given by the International Studies Association for early career contributions to the fields of international relations and peace research. 

Horowitz has published in a wide array of peer reviewed journals and popular outlets. His research interests include the intersection of emerging technologies such as artificial intelligence and robotics with global politics, military innovation, the role of leaders in international politics, and geopolitical forecasting methodology. 

Horowitz received his PhD in government from Harvard University and his BA in political science from Emory University. 

Prashant Yadav 

Yadav has been an affiliate professor of technology and operations management and director of the Africa Initiative at INSEAD, one of the world’s top graduate business schools. He was also a lecturer in global health and social medicine at Harvard Medical School. Prior to INSEAD, Yadav was strategy leader of supply chain at the Bill & Melinda Gates Foundation from 2017 to 2019. 

Yadav’s writing has appeared in major media outlets, including the Financial Times, The Economist, Nature, New York Times, Wall Street Journal, and Foreign Affairs. He has also appeared as a supply chain expert on NPR, BBC, CNN, CBS, and CNBC. His research has received best paper awards from prominent scientific bodies.  

Yadav has provided expert testimony before the U.S. Congress and other international legislative bodies on medicine supply chain issues. He has also been a member of multiple and chaired two National Academy of Medicine expert committees. 

Yadav received his PhD in management science from the University of Alabama, his MBA in finance and operations from the Foundation for Organizational Research and Education (FORE) School of Management, and his BS in chemical engineering from the Indian Institute of Technology Roorkee.
