The Council on Foreign Relations (CFR) is pleased to welcome David Lipton and Rebecca Patterson to the David Rockefeller Studies Program, CFR’s think tank.

Patterson is an investor and macroeconomic researcher with more than twenty-five years of experience studying how politics and policy intersect with economic trends to drive financial markets. As senior fellow, Patterson will contribute to the Greenberg Center for Geoeconomic Studies

David Lipton

Most recently, Lipton was counselor to former Secretary of the Treasury Janet Yellen with a focus on international affairs. Prior to working under Secretary Yellen, he spent eight years as the first deputy managing director—the second-highest official—at the International Monetary Fund until March 2020.

Lipton also served as the special assistant to the president under the Barack Obama administration, shaping international economic policy at both the National Economic Council and National Security Council. 

Earlier in his career, he played a key role in the Department of Treasury under the Bill Clinton administration, overseeing transition economies and eventually rising to undersecretary for international affairs during the Asian financial crisis.

Before his government service, Lipton collaborated with Jeffrey Sachs, advising eastern European governments on their transition to market economies. He also has extensive experience in the private financial sector, having held senior roles at Citi and Moore Capital Management, a global hedge fund. 

Lipton earned a PhD and MA from Harvard University and a BA from Wesleyan University. 

Rebecca Patterson

Patterson was most recently chief investment strategist for Bridgewater Associates, the world’s largest hedge fund. In that role, she shaped the firm’s research agenda across geographies and asset classes, oversaw development of new strategies to help large institutional clients solve pressing challenges, and shared her insights via Bridgewater Associates’ “Daily Observations” publication.  

Previously, Patterson was chief investment officer of Bessemer Trust, overseeing $85 billion in client assets. Before that, she spent more than fifteen years at JPMorgan Chase & Co., where she worked as a researcher in the firm’s investment bank in the United States, Singapore, and Europe. She also served as chief investment strategist in the asset management arm of the firm and ran the private bank’s global currency and commodity trading desk.  

Patterson’s transition to finance came after several years as a journalist, covering financial markets, policy, and politics in the United States and Europe. She reported for the Wall Street Journal, BBC, Associated Press, and others. 

Patterson is a member of the Economic Club of New York and has been recognized for her leadership in finance, earning a spot in American Banker’s list of the “Most Powerful Women in Finance” for six consecutive years. In 2022, she was also named to Forbes’ “50 Over 50” list. Additionally, she has served on the New York Federal Reserve’s investor advisory and foreign exchange committees. 

Patterson received an MBA from New York University, an MA in international relations from Johns Hopkins University’s School of Advanced International Studies (SAIS), and a BS in journalism from the University of Florida.
